According to the press release, prosecutors chose not to file criminal charges after reviewing all the evidence presented in the investigation. Furthermore, the state office left open the possibility of bringing criminal charges in the future if more evidence is found. Additionally, “we are required to prove any criminal charge ‘beyond a reasonable doubt,’ which is the highest standard in the American criminal justice system. If the available evidence does not rise to that level of proof, we will not be able to pursue ethics claims.”
